Tempus

Tempus (the European Union’s Program for the University Studies) – is an external program of the EU that supports modernization of higher education systems in the EU partner countries and neighbouring states. It also aims to promote voluntary convergence of Partner Country higher education systems with EU developments in the field of higher education. In addition to institutional cooperation, Tempus also promotes a “people to people” approach.

The Tempus program, established in 1990 for the most balanced cooperation and improvement of higher education in the EU Member States and partner countries, and now covers 27 countries:  the Western Balkans, Eastern Europe, Central Asia, North Africa and the Middle East.

The Tempus program finances intercollegiate cooperation in the development and improvement of curricula, university management, interaction between researchers and civil society, education and business partnerships, also structural reforms in higher education.

The Tempus program is the longest-standing; its first stage began in 1990: Tempus I – 1990-1994; Tempus II – 1994-1998; Tempus II іbis – 1998-2000; Tempus III – 2000-2006. The program has entered a new phase running from 2007 – Tempus IV (2007-2013).

The overall objective of Tempus is to contribute to the creation of an area of cooperation in the field of higher education between the European Union and the Tempus Partner Countries.

Understanding of an important role of higher educational institutions in the course of social, economic and cultural development is the basis for the program. Higher educational institutions are sources of special knowledge, human resources and preparation of new generation leaders.

Since 2014 throughout 2020 a new educational program of the EU Erasmus + is to be introduced.
